Cache = throwaway temp files, they rebuild themselves. Your messages for most apps live on the server (or a separate backup), so clearing cache just makes the app re-download thumbnails. Totally safe, do it whenever it acts up.

Clearing cache is safe, it only removes temporary files like loaded images and thumbnails, not your conversations. On Android: long press the app, App info, Storage, Clear cache. Avoid Clear data/storage, THAT one wipes your login and local settings.
