Restarting the phone entirely did it for me when nothing else worked.

On the phone, the Facebook app pushes you to Messenger for chats, but you can read and reply to messages from facebook.com in a mobile browser without the separate app. On desktop, facebook.com has messaging built right in, no Messenger needed.

Use the browser. facebook.com (mobile or desktop) lets you message without the Messenger app. The app just nags you to install it, you can ignore that and use the site.
